Edmund Burke stands on the shoulders of two members in the House of Commons. Thomas Powys, 1st Baron Lilford Powys, on the left, holds a sheaf of papers titled "Memda of Important Observations Obvious Objections Perpetual Motions Doubts Facts Surmises Queries &ca &ca." On the right, John Sawbridge holds a paper titled "Mock Motion for Reform in the Representation &c." Issuing from Burke's mouth are three scrolls, upon which are written, "Invective against ye Minister," "Short Observations on India Affairs," and "Tropes on the Irish Trade Bill."
The text beneath the title reads:
